The Catalyst ProjectThe Catalyst project at the University of Essex is funded by the Higher Education Funding Council for England (HEFCE), and provides a unique opportunity to bring together the University's world leading expertise in data sharing and data analytics in the Data Research Centre, with Essex and Suffolk County Council's strength in policy innovation to address two policy priorities that are of local and national importance:
Within the project, the Programme Evaluation Unit has been working closely with Local Authority Organisations to help them determine programme effectiveness and develop metrics and tools to conduct impact evaluations of current and past projects. Working jointly with partners, we aim to instigate a cultural shift toward good quality programme and policy impact evaluation within these organisations. To achieve this goal, we will be working closely with Local Authorities (LAs) and other stakeholders to develop an 'impact evaluation toolkit' tailored to their needs, which could be applied by local authorities seeking to streamline their impact evaluation practices.
The Role and DutiesThe post-holder will assist with research, publication and outreach activities of the Catalyst Project Evaluation Team, who have been working with Local Authorities (Essex County Council, Suffolk County Council, Essex Fire and Rescue Services) to raise awareness of the importance of evaluation and are working to improve capacity in program and impact evaluation in local authorities. The post-holder will be expected to assist the team members when liaising with local authority organisations, scheduling online and face-to-face meetings, preparing texts for publication on the website, maintaining the project's web presence and contributing to policy briefs.

Qualifications and SkillsApplicants are required to hold a degree (BA, BSc or equivalent) in a relevant social science or quantitative discipline, or equivalent experience.
Experience in liaising with organisations and stakeholders, of using Microsoft Office software, and of maintaining media presence are all essential for the post.
This is a fixed-term, part-time post until 31 December 2018 due to a temporary funding source with a requirement for 290 contracted hours to be worked during the appointment. Please see the 'General Information' section of the job pack for more information.
